A framework partnership agreement between the Ministries of Education of Haiti and France, to support the reform of the education system was signed by Vanneur Pierre Minister of Education and Mrs. George Pau-Langevin, the Minister Delegate at the Ministry of National Education of France, responsible for the success, accompanied on tjhe occasion by a delegation from Martinique, led by Mr. Manuel Michel, Chief of Staff of the academic rector of Martinique, Mr. Louis Riché, head of digital for the Academy and Mr. Paul Marant, ead of program P.A.R.L.E.R.

The agreement covers three areas of cooperation :

1- The development of digital teaching and learning (pedagogical) in education, it concerns the introduction of information technology and communication (ICT) in education, e-learning and focuses on digital governance, teacher training to the digital, evaluation and regulation in digital education ;

2- The educational cooperation and of prevention of illiteracy with the P.A.R.L.E.R. program (Talking, Learning, Thinking, Reading Together for Success), which aims to prepare for the teaching of reading and the development of language skills of preschool students (thus putting at contribution Martinique's experience in créolophone environment) ;

3- Twinning between the Academy of Martinique and the Departmental Directorate of Education South East.

The first two components of this Convention will be implemented with the Ministry of National Education and Vocational Training (MENFP) at national level and the 3rd item at departmental level.

This convention aims to bring to the MENFP guidance and privileged access to the full range of highly qualified human resources available within the French Ministry of Education, capable of supporting the rebuilding of the Haitian education system.

This cooperation fosus on several points of the ongoing educational reform at MENFP: the validation of acquired experience, curriculum reform, the first steps to implement the General Inspectorate for Education and Training, the current revision of training modules for teachers and managers of the education (also ongoing), and the first elements of the strategy for the introduction of ICT in education.

For Minister Vanneur Pierre, this agreement was signed in order to bring closer the French education systems, particularly those in the Caribbean and Haitian through concrete achievements on the use of the potential offered by the digital for education, noting that this cooperation with Haiti, targets 10 departments but it will starts with the East, which offers a special potentiality.

For his part, Manuel Michel, stressed that this cooperation is very important insofar as it tends to closer the two countrthat are positioned in the same geographical area "We will operate together, [...] We came to bring part of the experience we have accumulated. But this experience is meaningful, if and only if it fits to the wishes and objectives of our partners. We are here at the service of the Ministry of National Education [...] in this sense, this Convention can only be scalable and adaptable."
