Haiti - Social : GAAR concerned about the identification process of Haitians...

While congratulating the Haitian government, which took the initiative to provide a National Identification Card (CIN) to Haitian immigrants, particularly those living illegally in the Caribbean and especially in the Dominican Republic, the Support Group for Returnees and Refugees (GARR) remains however concerned by these approaches, which do not incorporate, accordding to them ""lasting solutions promoting the modernization of national registration system, the main source of documentation problems in the country and abroad."

Recall that the Haitian authorities have planned to put in place as early as March 2014 structures in Dominican territory to facilitate the identification of undocumented Haitians illegally. This project will affect, according to the Haitian government, three main groups of Haitian migrants, including students, migrant workers living in the batey and those operating in other sectors.

"The GARR remains perplexed by the complexity that present the identification of the last two groups targeted by this project. It is not least about the mechanisms that will be put in place to prevent CIN are assigned to the Dominicans. It invites the Haitian government to caution for this project not become an object of propaganda or a bargaining chip by the Dominican government to dilute the Judgment TC 168/13 through its National Plan to regularize foreign, advocated as a solution to denationalization."

GARR once again urges the Haitian government to give priority to the issue of State Civil "[...] by mobilizing funds and resources to achieve this modernization as desired. From there, it will be able to guarantee the right to the registration and identification of all its citizens, regardless of where they are [...]"
