Haiti - Economy : Billions of Gourdes in Treasury bills...

As part of its institutional strengthening projects for the establishment of good governance of public finances, the Ministry of Economy and Finance (MEF), is committed to establishing a system of Single Treasury Account (CUT), to strengthen the public accounting system, to establish a sound management system of the state treasury and not to have recourse to funding of the Central Bank (BRH) for the execution of operating budgets and of investment.

Consequently since October 2010, a regulatory framework has been created to allow the state to issue two classes of Treasury bills representative of government loans. As part of major investments and projects to boost the economy to make Haiti an emerging country by 2030, MEF proposes to the financial sector Treasury Bill.

Treasury bills :

1) "BILLETS DE TRÉSORERIE" : These are government bonds with very short-term, repayable within the fiscal year to cover the delays recorded in the collection of tax and customs revenues.

Since October 2010 the MEF has realized 2 issuances of "billets de trésorerie" totaling 1.3 billion gourdes :

2) "CERTIFICATS DE TRÉSORERIE" : These are government bonds maturing of up to 52 weeks

Since December 2012, the MEF has realized 9 emissions of "Certificats de Trésorerie" totaling just over 17 billion Gourdes :
