Haiti - Politic : A political maneuver for the population

The signing of the agreement inter-Haitian by Senator Simon Dieuseul Desras as "witness" and not as a stakeholder, is a political maneuver for the population. Recall that the mediation protocol clearly states that political parties, the legislature and the executive are stakeholders to this agreement. It is not true as stated by the Senator, that this agreement is the result of a consensus between the political parties and the executive only. Besides, the mediation body, the Episcopal Conference of Haiti (CEH) confirms that Parliament is one of the parties of this agreement.

The statements of Senator Desras to sign as "witness" (non-existent status) are unfounded. The protocol of mediation of the CEH defines what are the stakeholders, but also experts and observers last category whose was part Senator Desras "The Independent Observers do not participate in the discussion. They send directly to the Mediator for all intents and purposes, suggestions, comments or points of view," states the protocol.

We must remember that Senator Desras is under the pressure of 6 colleagues of hardliners in the Senate (Jean-Baptiste Bien-Aime (North East), Jean-Charles Moïse (North), Francky Exius (South) , Westner Polycarpe (North), John Joël Joseph (West) and Jean William Jeanty (Nippes) who oppose to any signature of an agreement with President Martelly and threatening to boycott the sessions of the Senate.

In conclusion, Senator Desras must sign this agreement [except rebounding of last minute, the signing of this agreement has already been postponed 2 times] as President of the National Assembly, for Parliament and not just as Senator of the Republic.
