Haiti - Politic : The Lower House has reservations about the agreement of El Rancho

The deputy Stevenson Jacques Timoléon, President of the Lower House, which had not signed the agreement last Friday at El Rancho, had justified his decision "We will not sign a document tèt bese, without knowing its content. We will analyze the document with the Assembly of Deputies and after we will know if we will sign or not..." https://www.haitilibre.com/en/news-10722-haiti-flash-elections-on-october-26-2014.html , Monday was expected to sign the agreement.

Despite having obtained the green light of the Conference of Presidents of the Standing Committees, Stevenson Jacques Timoléon has expressed reservations to the Office of the House, inter alia on the Article 12, which stipulates that in the case where Parliament fails to amend the electoral law, within 10 days from the signing of the agreement, the Electoral Commission will continue to move forward with the Electoral Act currently in force.

In addition, the President of the Chamber, also criticized Article 13 of the Agreement, which grants only one representative of Parliament in the Monitoring Committee of the Agreement ""[...] The Parties agree to implement the Monitoring Committee of the agreements. This Commission is overseen by the Mediator. It reports directly to the latter. It is composed of 4 members from political parties; 1 Executive Member, 1 Member of Parliament and one member of the Independent Observer."
