Haiti - Social : 14,765 Haitians repatriated to Haiti in 2013

According to figures provided by the organization "Solidarite Fwontalye" based in Ouanaminthe, the Dominican authorities back to the border from January to December 2013, 14.765 Haitians, including over 8,300 to the border of Ouanaminthe/Dajabon (Northeast of Haiti).

During this period, 4,662 people identified by the Support Group for Returnees and Refugees (GARR), were repatriated to the border gateway Belladère/Elias Piña (Centre). For the last 6 months of 2013 the Jesuit Service for Migrants of Fonds Parisien (SJM) reported the escort of 653 people at the Malpasse border (West).

For the month of November 2013, he GAAR has identified 1,150 returnees to Malpasse. Among these returnees, 803 were back voluntarily to the arious informal points of the border town of Cornillon, on backkdround of tension and fear of reprisal.

The returns to the border of Belladère Ouanaminthe, Malpasse counted 3,556 women and 559 children.

This is an increase of about 23% observed in 2013 in the return done by the Dominican authorities (Migration and the Army) compared to 2012 (11,345 people).

Note that in 2013, according to Major General Rubén Darío Paulino Sem, 52,000 Haitian nationals in total, who tried to illegally enter the Dominican Republic were denied entry at the border or taken to the border because of their situation irregular (against about 20,000 in 2012)

GARR calls again the Haitian authorities to be more concerned about economic rights of its migrants and adherence to commitments made by the Dominican State through the 1999 Protocol and asks the Dominican State to respect the rights of its citizens as required by international instruments on human rights.
