Haiti - Politic : Moïse opposed to the amendment of the electoral law

Monday, Senator Moïse Jean-Charles, a fierce opponent of President Martelly reiterated his determination to block the process of adoption of amendments to the electoral law by the Senate, amendments already ratified unanimously by the lower house https://www.haitilibre.com/en/news-10847-haiti-politic-the-chamber-of-deputies-voted-the-electoral-law.html

For Senator Jean-Charles which considers that the Transitional College of the Permanent Electoral Council (CTCEP) has failed and is therefore null and void, he advocated for the dissolution of CTCEP and the establishment of a Provisional Electoral Council, in accordance with prescribed in Article 289 of the Constitution or a Council composed of representatives of nine sectors of national life. Saying "I will be present to Parliament every day, including Saturdays and Sundays, if necessary, to ensure that the text will not even be placed on the Agenda."

Like his colleague Senator Bien-Aimé, he announced his decision not to vote these amendments and intends sensitize the 4 other Senators (Pierre Francky Exius, Joel Joseph John, Polycarp and Wesner Jean William Jeanty) who had signed (with him and Senator Bien-Aimé) a resolution asking the President of the Senate not to ratify the agreement El Rancho, not to ratify these amendments.

However, one may wonder why Senator Moïse embarks on this final battle lost in advance, knowing that Article 12 of the El Rancho Agreement in its foresight, states "n cases where amendments to the electoral law planned and proposed in the framework of the dialogue are not passed by the two branches of Parliament within the period prescribed in section eight (8) of this Agreement, the Parties note with the Provisional Electoral Council (CEP) the physical impossibility of applying Articles referred.

Consequently, the Parties agree that the said articles are automatically in hold and the electoral body is allowed to override."
