Haiti - Reconstruction : Haiti recruits in the Diaspora

Edwin Paraison, Minister of Haitians Living Abroad, announced Tuesday, September 7, 2010 launch of the program to transfer skills Diaspora-Haiti. "The program of skills transfer of skilled migrants should provide necessary facilities in terms of human resources to the Haitian institutions engaged in the reconstruction of the country [...] about 200 Haitian professionals should be affected by this program in the coming years", said Edwin Paraison.

This program takes place over a period of three years, will allow Haiti to use human resources in the diaspora who have acquired skills and experiences from the United States, Canada, France and the Dominican Republic, four countries targeted in this program. A first group of executives of the Haitian Diaspora, recruited to work temporarily in the public or private institutions, should arrive in the country in late September.

"Memoranda of Understanding should be signed by the end of September with the United Nations Development Programme (United Nations Development Programme) and the International Organization for Migration (IOM) affirmed the titular of the Ministry for the Haitians Living abroad (MHAVE) [...] The partners currently have $ 500,000 for the implementation of the first phase of the project. The second phase, amounting to ten million dollars, should be financed by the Interim Commission for the Reconstruction of Haiti (IHRC)" said Minister Parison.

"Haitian professionals were already very numerous to leave the country before January 12th. Many others died in this drama, and after the earthquake, they were still numerous to leave the country. Our human resources currently abroad must be able to take part in the development of the country [...] today, it is necessary to facilitate the temporary return of the qualified executives working apart from the country" insisted the Paraison minister.
