Haiti - Education : Payment of salary arrears and regularization of teachers
The Ministry of National Education and Vocational Training informs that following the provision by the government, of exceptional credits in the revised 2013-2014 budget of the Ministry, a first contingent of 1,000 teachers, holders of appointment letter (on 7,000 letters in circulation) will emerge on the payroll of the Ministry. At least 150 of them are graduates of the Ecole Normale Supérieure (ENS), following an agreement between the Ministry and the ENS. These new teachers will receive 13 months of salary arrears, as of the end of September 2014.
The integration and payment of arrears will continue starting next fiscal year beginning in the month of October 2014 underlines the Ministry which states it will use 3 sources of funding for the regularization of staff namely the additional credit for fiscal 2014-2015; the replacement of teaching and administrative staff, going into retirement and the replacement of teachers appointed, but absent in classrooms.
The integration of staff will be primarily on the basis of qualifications, seniority and availability (service actually provided in the classroom). Also steps have been taken to allow students to integrate the education system.
