Haiti - Politic : 30 days to correct a serious anomaly...

In its circular #43 transmitted to the Ministers concerned, the Prime Minister Laurent Lamothe has invited the Ministers concerned to proceed to the establishment of Administrative Boards of autonomous bodies within a period not exceeding one month in order to strengthen good governance in public administration.

The Prime Minister said to note "that a large number of services technically decentralized currently operating without Administrative Board despite legal requirements that determine the administration and the management of the latter are managed by a Board of Directors, a General Directorate and a Board of Directors, each with specific responsibilities. This situation reflects a lack of decision-making and control, leaving the field open to the Directors General who administer and manage outside a definition of general policy [...] This is a serious anomaly involving not only the respect of the legal prescribed but further the economic and social performance of these entities."

In order to strengthen the administration and management of public institutions, in accordance with the plan of reform of the state, it is necessary, said the Prime Minister "that the government ensures the proper functioning of autonomous bodies," recalling the key role that these organizations play in economic and social development.

Also, to correct this situation, for the sake of good public governance, the Prime Minister invited all the ministers concerned to take immediate steps for the establishment of Administrative Boards of Autonomous Bodies whose they provide guardianship. These ministers should refer to the provisions of the Decree of 17 May 2005 in Articles 116 and following, including sections 123, 128 et129. They must also take action under the law on the establishment and functioning of autonomous bodies for anything that is not contrary to this Decree.

The Office of Management and Human Resources (OMRH), a body of strategic coordination of the Primature, is responsible for monitoring this issue with the ministers concerned, who have until the end of September to the maximum, to finalize this matter, such are substantially the instructions of the Prime Minister.
