The project of National Police Academy in Ganthier, initiated by Canada in 2008 should be a major component in public security in Haiti. But after 6 years and 3 tenders, the academy still slow to materialize...

Recall that the construction of the Police Academy was already included in the five-year program (2006-2011) of the Canadian International Development Agency (CIDA), but the first tender was canceled due to non-compliance requirements by bidders had indicated CIDA which stated that the project was not abandoned for much...

April 8, 2010 Beverley J. Oda, Minister of International Cooperation at the time, had announced the granting of a funding of $18.1 million for the National Police Academy, which included not only the setting up of infrastructure, but also the provision of the necessary equipment to train interviewers and Commissioners of the National Police of Haiti (PNH). Following this announcement, a second tender was launched in April 2010, without success... neither of the two bidders (SNC-Lavalin and Groupe SM) "did not comply with the requirements," then indicated Ottawa.

A third call for proposals was launched in October 2011, after Ottawa had confirmed that "the police academy was always a priority." The costs of this project had increased from $18.1 million to nearly $35 million after reassessment of the bids received in the previous tender. But this tender was also canceled in 2012 for lack of bidders meeting the requirements, stated Ottawa without that we know the reasons for the non-qualification...

Ottawa recognizes that it is rare to launch three bids for a project. "Contracts are usually awarded after the first call," however, the Canadian Conservative government does not provide for the moment to launch a fourth tender for this project. The office of the Minister for International Development (Christian Paradis), confirmed that "no decision has been made on a possible revival of the tender, that it has neither plan or timetable for this project which was to be completed in late 2014... and that will be "under evaluation..."

According to Ralph Lapointe, mayor of Ganthier, the project of Police Academy has stalled. "There is absolutely nothing going on for three years, there are no meetings, nothing [...] I do not know why the project is stopped."
