Senator Desras confirmed "I have in hand my discharge certificates for all tax years. Besides, it was I who had the right to sign the discharge after it was passed. I could not sign a discharge certificate for an office without do it for me.

Not very fair elections

Since the beginning of the electoral process, it is not a day goes by without a party or a grouping of political parties states that it will present candidates at all levels of elections. Statements, whose many of them are demagogic if one considers the costs imposed in the Electoral Decree in Article 91 which states "Every candidate for elective office must pay the Directorate General of Taxes (DGI), on behalf of the Provisional Electoral Council (CEP), non-refundable registration fee in connection with the chosen elective office.

The registration fee to the various elective offices are thus established :

a) The candidate for the Presidency: 500,000 Gdes;

b) The Senate candidate: 100,000 Gdes;

c) The candidate for the Chamber of Deputies: 50.000 Gdes;

d) Each cartel candidates for Municipal Council: 15.000 Gdes;

e) Each cartel candidates CASEC: 3.000 Gdes;

f) Each cartel candidates Town delegates: 200 Gdes;

g) Each cartel candidates for ASEC: 200 Gdes."

Only financially strong parties and political groups will be able to be really present at all levels of elections. Requirements that may exclude qualified candidates who do not have sufficient financial resources.

Invitation to the candidates to visit the BED

The Provisional Electoral Council invites Parties and political groups having their candidates pre-registered electronically, to informe them that they must visit the BED with the certificate generated by the system, printed, signed and sealed. This document is essential to meet the pplication filing formalities at the Departmental Electoral Offices (BED) of the country.

Registration Campaign of disabled

The National Identification Office (ONI), in partnership with the Office of the Secretary of State for the Integration of Persons with Disabilities (BSEIPH) and the support of the Project "Civil Registry" of the Organization of American States (OAS ), launched the campaign to register people with reduced mobility. This campaign aims to facilitate for people with disabilities to have access to National Identification Card (CIN), will be conducted by mobile teams of the ONI, through the departmental offices of Cap-Haitien, Hinche, Les Cayes, Jacmel Jérémie and Gonaïves.
