Haiti - Economy : Important meeting around the land tax on built properties

Earlier this week, Wilson Laleau, the Minister of Economy and Finance (MEF), received at his invitation, the mayors of the metropolitan area to work in particular on the Contribution Foncière Bâties Properties (CFPB) (land tax on built properties) and the issue of performance.

This session took place in the presence of his colleagues : Jacques Rousseau, Minister of Public Works (TPTC), Ariel Henry, Minister of Interior and Territorial Communities, Ronald Décembre, Secretary of State for Finance, Miradin Morlan, Director General of Taxes (DGI) and Bobby Emmanuel Piard, Director of the National Centre for Geo-Spatial Information (CNIGS).

Two subjects were at the heart of this working session: direct taxes and indirect taxes.

The objectives were: public awareness of the Internal Gross Product (GDP); what one needs to know about the law and what is the status of the Town Hall in the eyes of the population and its role.

Regarding the CFPB, Ronald Décembre suggested to quickly search a rationality for taxes, by taking into account the quantity of houses to assess both on the rental value than venal taking account of other homes in the area whose evaluation is in question.

A committee composed of 6 members was established by the Minister Laleau to prepare a response plan.

Committee Members :

MEF : Coordinator, represented by M. Nelson ;

Pierre Eric (DGI) ;

Bobby Emmanuel Piard (CNIGS) ;

Patrick Brutus (Town Hall of Petionville) ;

Friztenr Joseph (Town Hall of Delmas) ;
