The 15 Member States of the United Nations Security Council agreed by consensus to extend the mandate of MINUSTAH for another year, until October 15th, 2011. It was agreed in the resolution "to maintain their current staff level in the MINUSTAH, a military component being able to reach 8.940 soldiers and a police component being able to reach 4.391 members". Under the terms of this new resolution, Minustah preserves the same mandate in the field of the human rights.

The United Nations Security Council expressed its concern over growing insecurity, despite the progress made to date and called for elections "credible and legitimate" on 28 November. In its resolution the Security Council indicates that it is the government and people of Haiti "that belongs primarily the responsibility of stabilizing the country in all its aspects" and stressed that "that the proper holding of presidential and legislative elections free, fair, inclusive and transparent, in accordance with constitutional calendar, is a decisive condition for the consolidation of a stable political climate".

The members of the Security Council have warned against "an increase in the number of weapons in circulation" and stressed that UN peacekeepers should "continue to support efforts by the Haitian authorities to control the flow of light weapons". Stating in the document that the UN mission in Haiti continues to play a "vital role" in "stability and security" of the country.

The Council noted that it is essential to advance the reconstruction of Haiti to achieve lasting stability, "while reaffirming" the need that security comes with the social and economic development "for doing so, the Council calls on donors "to honor without delay the commitments they made at the International Pledging Conference on 31 March 2010, so that reconstruction efforts quickly provide tangible and visible benefits."

Finally, he was asked the Secretary-General Ban Ki-moon to conduct "a comprehensive assessment of the security environment" after the elections, scheduled for November 28 and at the time of the transfer of power to a new government next year.
