Monday, the engineer Jean-Marie Guillaume Director General of the National Telecommunications Council (CONATEL), provided an update at a press conference, including on the quality of services offered by mobile operators in Haiti.

He explained that in order to normalize the telephony sector, tests are carried out regularly on exchange voice (2G) and data (3G and 4G) without the operators knowing it. During these tests, the technicians of CONATEL make a lot of calls, allowing them to assess the quality of service. For 3G and 4G a device downloads a big file multiple times, while the unit is moving "These tests allow the CONATEL to check the speed and quality of service operators in several different areas, to make comparisons with the international standard."

The engineer Jean-Marie Guillaume presented the results of tests carried from 4 to 12 August 2015 on the quality of services offered by mobile phone companies (DIGICEL and NATCOM) and internet connection providers.

Regarding call quality (failure rate and cuts) on both networks, he said "Concerning call quality, the NATCOM is slightly more efficient than DIGICEL". In terms of internet service (data transmission) he stressed that "again, the NATCOM has better speed than Digicel.

"If the quality of services is practically identical, we observe better results with NATCOM."

The Director Guillaume said that the results of these tests were communicated to the two companies and are liable to penalties in case of observation of continuous degradation of their services after the tests to be conducted in the coming months.
