Following the letter from Prime Minister Paul Evans, sent to President Michel Martelly, recommending the creation of an Electoral Commission to ensure the credibility of the electoral process https://www.haitilibre.com/en/news-16082-haiti-elections-evans-paul-recommends-the-creation-of-an-electoral-commission.html , the Head of State under section 136 of the Constitution and the Decree of 17 May 2005 on the organization of the Central Administration of the State, officially announces the creation by a decree, of a "Commission of Electoral Evaluation".

Text of the decree of the creation of a Commission of Electoral Evaluation :

"Considering Article 136 of the Constitution;

Considering the decree of 17 May 2005 on the organization of the Central Administration of the State;

Considering that to the date of December 16, 2015, the Prime Minister sent the President of the Republic a correspondence recommending the creation of a National Commission for Electoral Evaluation ;

Considering that it is imperative for the Government to respect constitutional deadlines related to the solemn opening of the work of the 50th Legislature 11 January 2016 and the inauguration February 7, 2016 of a new elected President;

Considering that it is necessary to create a Commission of Electoral Evaluation to identify and recommend measures to be adopted to ensure the transparency, credibility and legitimacy of the electoral process;

ORDERS :

Article 1. It is created a Presidential Commission, hereinafter 'Commission of Electoral Evaluation', responsible for taking the necessary steps to assess the electoral process and make recommendations to the Provisional Electoral Council and to the government, each in what it is concerned, to ensure the credibility of the vote and the culmination of the process.

Article 2.- The Commission for Electoral Evaluation is composed as follows :

Mr Rony Desroches ;

Mgr Patrick Aris ;

Mr Joseph Emmanuel Charlemagne ;

Mrs Euvonie Georges Auguste ;

Mr Anthony Pascal ;

Article 3. It is understood that each of the two candidates qualified for the second round of the presidential may, if it wishes, appoint a representative to attend the proceedings of the Commission;

Article 4. The Electoral Commission of Evaluation will benefit from technical assistance composed of national and international experts (DE) and OAS observers to assist it in fulfilling its mission and will present its report within three (3) days from the publication of this Order.

Article 5. An amplification of this Order will be handed to each of the interested parties.

Article 6. This order will be printed, published and executed for the purposes of law.

Given at the National Palace, in Port-au-Prince, 16 December 2015
