Haiti - Politic : Post-quake study on the financing of NGOs in the country

Thursday, the French Development Agency (AFD) and the Fondation de France, shared with representatives of French and Haitian civil society and donors, the reflections and conclusions of a joint study entitled "Meeting the crises: AFD, the Fondation de France and the financing of NGOs in Haiti after the earthquake".

This restitution session, held in Port-au-Prince and chaired by the Ambassador of France, Elisabeth Beton Delègue, brought together representatives of Haitian civil society (Papaya Peasant Movement, Collective Development Programme of Education in Haiti, Institute of Technology and animation, ecumenical Center for human rights) of the French civil society (Entrepreneurs du Monde, Emergency Architects Foundation, Planet emergency, French Red Cross, Solidarités International, ATD Quart Monde, France volunteers) and donors (ECHO, Spanish Cooperation, Swiss Cooperation, French Cooperation).

5 years after the earthquake of 2010, two French donors, wanted to question their practices and those of organizations of civil society they have funded in the entanglement of emergency and development actions.

This restitution helped to address key issues such as :

  • How to effectively support the development of NGOs in their response to crises ?

  • How to contribute to sustainably strengthen Haitian civil society ?

  • How to support NGOs and avoid the pitfalls of using an aid destabilizing civil society and the State ?

  • How to exploit the complementarity between donors ?

This session was also the occasion to present to organizations of French and Haitian civil society the various instruments and terms of financing offered by AFD, including financing based on the right of initiative of civil society organizations.
