In his words of circumstance, Léopold Berlanger declared "[...] You replace at this position Me. Mosler Georges who has always devoted to the service of the electoral institution for over 8 years, sometimes as Legal Advisor, Electoral Judge, Deputy Director General, Executive Director. At this great servant of the State we express our gratitude and our keenest thanks," reminding the new Director that "The action of the present Council is in priority in the context of our mandate, to organize in the short-term, of elections in all transparency and rigor, that will lead to the accession of the legitimate elected to power.

Your integrate into the electoral institution comes at a critical juncture of our national life, of great expectations are excepted by the population for the final resolution of the electoral crisis. In assuming this function, you agree to face a huge challenge : that of changing the course of events in the management of the electoral process in our country [...]"

Uder Antoine aware of the context of electoral crisis that continues to complicate a little more each day, nevertheless believes that "Of elections free, fair, democratic and impartial are possible in Haiti," adding that " the achievement of free, fair and democratic elections should in no way be used to divide the Nation,but rather should serve as a springboard to advance towards national unity as desired by many sectors and patiently awaited by every Haitian citizen."

"Fanmi Lavalas" and "Pitit Desalin" have already indicated that they were challenging the selection and installation Uber Antoine within the CEP.
