Haiti - FLASH : Government imposes fees to pass the BAC

In a ministerial circular dated 4 August 2016, the Ministry of National Education has set academic contribution fees for the academic year 2016-2017, as well as the amount of the registration fee for State exams. The Circular states :

School contribution fees :

a) At the 1st and 2nd cycles of fundamental, no school contribution fees;

b) For the 3rd fundamental cycle and high schools, the amount of fees is fixed at five hundred (500) Gourdes for the year.

Registration fees for State exams :

a) The registration fee for exams of the 9th fundamental year are set at five hundred (500) Gourdes per candidate;

b) For the bac exams:

- For regular candidates (new) the amount payable is seven hundred and fifty (750) Gourdes;

- For candidates that failed, the amount to be paid is one thousand (1000) Gourdes.

While Jean Beauvois Dorsonne, the Minister of National Education, evoked Wednesday, August 4 in the media, the possibility to ask parents a financial contribution for the students to pass the BAC, saying "Nothing is yet decided. Discussions are underway at the Ministry level," adding that this measure must be validated by the Council of Government, the same day the circular of the Ministry confirming that these fees was sent to departmental directors to implement the necessary provisions and had therefore been approved the previous day (3 August) by the Council of Government what the Minister knew very well at that time, but was careful not to reveal...
