Haiti - Elections : MINUSTAH denies having manipulated ballots

In a communication to the officials of the Provisional Electoral Council (CEP), Friday, December 3, followed by the release of a mass medium, on several TV channels, the candidate of the party Respè has reported an alleged "counting" of ballots that have been made in a base of Minustah, and which demonstrates, according to him, the involvement of peacekeepers in the handling of ballots.

In this context, MINUSTAH has made the following clarifications:

These ballots were from voting centers have been the subject of attacks by gunmen. The sole mission of Minustah troops is, after the vote, to secure and return the ballot to election officials. However, for security reasons, the president of the BED has wanted stored the problematic ballot boxes to the military base of Camp Antoine. This he did with representatives of political parties and representatives of the BEC of Rivière du Nord, Saint-Raphael, Plaine du Nord and Bahon, which have finalized the minutes from these communes, and a justice of the peace.

Monday 29 November, a gentleman claiming to be from the party Respé has eluded the vigilance of the guard at Camp Antoine, to infiltrate the area where those ballots had been stored. This gentleman could not produce any mandate of his party, the Representative of the BED invited him to come out.

Refusing to comply, the man then used his mobile phone to film the unused ballots, and the bags aligned coming from the voting centers.Contrary to what has been said at any time that video does not show anyone trying to manipulate ballots.

Minustah calls once again for calm, patience, and respect for legal provisions, pending the publication of preliminary results on December 7. The Mission also remember that nobody is able to judge the legitimacy of the process before it reaches its end, which is the announcement of final results, just after the important step of the litigation.
