Haiti - Elections : The CTV computer system still inaccessible to the CEP

The CEP invited all actors involved in the electoral process to participate in two open days at the Vote Tabulation Centre (CTV) housed at SONAPI.

Thursday, November 17, 2016 is the date reserved for candidates and political parties;

Saturday, November 19, 2016 is the date chosen for the members of the diplomatic corps present in the country, those of civil society and other electoral observation organizations.

The CEP also informs that the resetting of the CTV database is scheduled for Sunday, 20 November 2016, at 4:00 p.m, two hours before the official closure of the polling stations.

Moreover, in a letter adressed to Léopold Berlanger bearing the signature of Mathias Pierre (former candidate for the presidency of "Konsyans Patriyotik", which rallied Moïse Jean Charles) the Directorate of the "Pitit Dessalin" party, is surprised that just a few days before the election, "The Haitian staff of the Provisional Electoral Council (CEP) is not yet authorized to access the computer system and more specifically to the database of the Tabulation Centre," emphasizing in its letter that "It is technicians of foreign origin who have on a discretionary basis, all powers of access to the computer system [...]"

He stressed that "[...] the Directorate took care to meet with the officials of the Tabulation Centre to confirm its apprehension with regard to the database, which could be manipulated by foreigners without control and outside of any trace of audit [...]"

The Directorate of "Pitit Dessalin" wishes "[...] that the CEP can reassure the Nation on the repatriation of the access attributed without control and clarify that there are no foreigners to manipulate in any opacity the database."
