Haiti - FLASH : Already more than 1,700 minutes in quarantine (Presidential)

As of Friday 1h00 pm, 99% of the minutes (PV) had been received at the Votes Tabulation Centre (CTV) and 79% had already been processed.

Gregory Hilaire, CTV's Deputy Director, said that following the verification of the 22% of the presidential minutes (out of 11,993), 2/3 of these 22% (just over 1,700) were quarantined, other third was reintroduced into the system.

Note that 122 PVs for the presidential elections are still expected at CTV where 11,871 were received out of 11,993. Early in the morning of Friday 9,033 minutes for the presidential had been processed.

Regarding quarantine by the CTV Verification Unit, Gregory Hilaire, the Deputy Director of the CTV stated "Every time a voter has not signed the list of signatures, the minutes are put in quarantine," without specifying how many PV in total, were quarantined due to the failure to sign the list of "émargement" , noting that there will be no in-depth checks during the tabulation period of the minutes.

For his part, Robenson Chérilus, the Director General of the CTV, recalled that the March 2015 Election Decree is his working compass, specifying that the task of the Tabulation Centre is the seizure and processing of the minutes. Our working document is the minutes we use for counting votes. Our primary objective is to count the votes."

He also recalled Article 171.1 of the Electoral Decree granting the privilege to the Tabulation Centreto decide whether or not to count a PV and that this Article "is not mandatory. The 14 criteria are not mandatory" stressing that the CEP had drawn up a regulation enabling it to assess the minutes...

Moreover, the Provisional Electoral Council (CEP) confirmed that the publication of the preliminary results of the elections of 20 November would take place on Monday 28 November. The CEP reminds candidates who have complaints, to do it before the Office of the Departmental Electoral Litigation (BCED), and National (BCEN). According to Léopold Berlanger "The results will reflect the will of the Haitian people".
