Haiti - Elections : René Préval at the power until May 14, 2011 ?

At a press conference Thursday morning, Haitian President René Préval has acknowledged this week that there had been "problems on election day" and that all conditions were not met ... But he firmly rejected any idea of provisional government as asked by senators and political leaders of the opposition, if his successor is not appointed on February 7, 2011 due to the political crisis "It would not be good for the country for the stability and the reconstruction to enter into a transitional government. My goal as president, is that at the time of my departure I would be replaced by an elected president and that an elected parliament be put in place"

Recalling that the law allows the opposition to file objections "The law sets the rules, and rules do not ask a candidate what he thinks of a recount, of the litigation. The law also stipulates that the candidate has access to the tabulation center. The same goes for litigation [...] Once the rules established by a law voted by Parliament, we can not modify it..." specifying "You can always make proposals and suggestions, but anything that is outside the law and the Constitution can worsen the problem [...] if a solution is found without me, it is doomed to failure. Trust me, the paths through, no lead nowhere, else in ditches".

Regarding the date of February 7, he recalled his earlier comments where he said "if there is delay in the election process, why not arrive until May 14 for that a president elected transmit power to an elected president" alluding, without mentioning it openly, to the controversial modification of the electoral law of 2008, who grants 90 days additional to him, either until May 14, 2011, corresponding to the length of a presidential term effective (and not based on a date), in accordance with the constitution, which sets the presidential term to 5 years. Prorogation voted, In May 2010 at the lower house by 56 votes, 3 against and 3 abstentions and at the upper house (Senate) by 14 votes in favor, 0 against and 2 abstentions because of the takeover of the mandate of President Préval differed of 3 months...

Obviously the "Runaway Jury" plans to use this "Joker" and play overtime if the situation requires. A flexible timetable, rather than being shared by the opposition forces and part of the population.
