Haiti - Social : Demonstrations, INITE and the OAS report in cause...

The National Network for the Defence of Human Rights (RNDDH) notes of the official submission to the Haitian authorities, of the report of the expert mission of the Organization of American States (OAS).

RNDDH recalls that the Mission of Experts, requested outside of the Constitution and of the Law by the President of the Republic, has for main task to check the Minutes of the results for the Presidential at the Tabulation Center.

RNDDH notes that the expert mission recognizes that its recommendations "accompanied" by its observations at the Tabulation Center, are not likely to solve all the problems of the election day, November 28, 2010. However, RNDDH considers that the conclusions of the expert mission are clear, precise and can be considered in the context of resolving the election crisis.

RNDDH finds one day after the submission of report to the President of the Republic, a wind of panic and violence in several regions beyond capital. Indeed, armed groups have erected, early in the morning of January 14, 2011, burning barricades. They tried to disrupt the activities of citizens, firing into the air, sparking fear among the population and forcing students and people who went to their respective occupations, to turn back. The police intervened in time to restore calm and were able to arrest of fourteen (14) individuals under of the charge of disturbing public order and vagrancy.

Among those arrested, three (3) drove each one (1) vehicle. They are:

1. Donald FINEAU He was intercepted at the corner of the streets Monseigneur Guilloux and Cameau. He drove a Nissan Sentra Blue, Registered AA 12172 on which four (4) used tires were found.

2. Lesly CASSEUS, aka Kare He is founder of New York, New York Band located in Bel Air. He was driving a white Nissan pickup, whose number plate from the Dominican Republic is L 262252. In addition to several used tires found in his vehicle, he had in his possession one hundred and nine thousand (109,000) gourdes.

3. Usmann AZENOR, aka Ti Manno He was arrested in Martissant driving a white Terios whose license plate G 208,817 comes from the Dominican Republic. According to him, he would release the vehicle to its owner, Joseph Wilner, a official from the Bureau of Relocalisation located at the National Palace. Two (2) copies of a tract denouncing the report of the expert mission and proclaim the victory of the presidential candidate under the banner of the Platform INITE, Jude CELESTIN, were also discovered in his vehicle.

The eleven (11) other individuals respond to names:

6. Wilbert DUVERNEAU

7. Etzer ZAMOR

11. Nicolas SEVERIN, alias Ti Pop

RNDDH stresses that Nicolas SEVERIN alias Ti Pop is the brother of Patrick SEVERIN who works at the Ministry of Justice and Public Security as Security Manager.

RNDDH note that the tense situation that exists today in parts of the metropolitan area coincides with the alleged distribution of money and firearms to government supporters in order to bring the authorities to reject the recommendations made by the Mission of Experts.

Meanwhile, RNDDH learned that officials of the Government are currently undertaking steps to proceed with the relaxation of these individuals arrested in flagrante delicto this January 14, 2011. RNDDH said that since the opening of the campaign in September 2010, supporters and sympathizers of the presidential INITE Platform, benefiting of the permissiveness of established authorities are involved in reprehensible acts and are not prosecuted by the court. Few of them were arrested by of the Police Nationale d'Haiti (PNH), but were released quickly on express intervention of the Government officials.

RNDDH believes that the conclusions of the expert mission may be useful to the nation to address a certain number of electoral problems. However, a more detailed work must be done by the authorities to achieve a sustainable exit from crisis and for respect the will of the Haitian people.

RNDDH recommends to the authorities to enforce the Law against all those involved in acts of slippage recorded early in the morning of January 14, 2011.
