Haiti - FLASH : Army, warning of Mario Andrésol

While the recruitment of the first military class continues https://www.haitilibre.com/en/news-21566-haiti-notice-military-recruitment-extended-registrations.html Mario Andrésol, ex-FAD'H captain and former Commander-in-Chief of the Haitian National Police (PNH) https://www.haitilibre.com/en/news-19568-haiti-security-mario-andresol-receives-the-international-leadership-award.html , launches a warning against rushed decisions recalling "Both the hasty creation of the Police in 1995 gave the results that we know, from a socio-political point of view, as the remobilization of the army under present conditions will have unpredictable consequences for the country."

Underlining, "The problem at bottom is neither the police nor the army in themselves, but rather what we do after having created or remobilized them. The problem is how to end this rotten, corrupt and corrupting system, generating crimes and impunity."

Continuing "In 1995, the police were created to replace the army. And since then, most of our successive leaders have always shown political will to assume control. The results are there. A failure to manage, one more bullet at the foot of the Republic... In my capacity as Commander-in-Chief of the police forces, I always struggled during my passage for an apolitical professional police force subjected to political authorities, respectful of human rights and fully playing its role as an auxiliary of the public authorities and of Justice.

Former FAD'H captain I am for an orderly remobilization of a professional army with a well-defined doctrine of employment, precise rules of engagement and a well-developed defense policy. The Army, the School of Honor, Patriotism, Sacrifice, and Discipline is too important as a regalian institution to be remobilized at random, without taking into account certain socio-economic factors that drive our young people to enroll.

Indeed, what can we hope of our future soldiers, those who will constitute the men of troops of this new army? They who attend daily the hideous spectacles offered gratuitously by our political elites in a society depraved ansd with depraved moral values. As for the police, it is to be feared that this army once remobilized carries within it the germs of its destruction and serves as a springboard for young wolves who will want to enrich themselves illicitly in defiance of any code of ethics, honor and ethics.

We need a new society, a new type of citizen for new institutions. With this in mind, launching the process of remobilization of the army in this situation of acute socio-economic crisis starting with the recruitment of troop men, is more than worrying.

Also, this recruitment for the remobilization of the army, like that launched in 1995 for the creation of the police, is only a frightening grimace made to the society, a foot of nose which, if not corrected, does not bode well for the future of the Republic."
