On Tuesday, the National Telecommunications Council (CONATEL) received in its offices a delegation of its Dominican counterpart INDOTEL (Instituto Dominicano de telecommunicaciones) on problems of interference in border towns between the two countries.

This working meeting enabled the two regulators to find solutions to common problems which affect the quality of services offered by local operators and which generate income losses and affect cultural development on both sides of the border. It was agreed, among other things, that a joint working group will carry out technical missions on both sides of the border to measure levels of interference, penetration and mutual disruption.

In a wider context, the two sides agreed on the need to review the 2007 Memorandum of Understanding in order to take into account current problems in anticipating the development of 4G, the transition to Digital Television Terrestrial (TNT) and also to explore the possibility of having common agendas when participating in international meetings.

They also discussed the penetration of the mobile phone signal at the Haitian border which causes roaming in the border provinces, affecting users by generating supplements to calls that should be local.

It was agreed to consider collaborative regulation not only at the technical level but also on the angle of market regulation.

The meeting ended with very interesting perspectives and Jean David Rodney, CEO of CONATEL, took the opportunity to invite the President of INDOTEL, José del Castillo Saviñón, who headed the Dominican delegation, at the Digital Economy Fair to be held in the country next November where could also be held an upcoming meeting between the two regulators.
