Haiti - Education : Intervention of the Minister Cadet at the Congress of UNESCO

Friday at the end of the morning in Paris, in the framework of the 39th Session of the General Conference of UNESCO Pierre Josué Agénor Cadet, the Minister of National Education intervened at the Tribune in the general policy debate.

Extracts from the intervention of Minister Cadet :

Ladies and Gentlemen the Delegates,

In the midst of current crises and those that are emerging, I think we must retake this cry of 1958 peasants of Marbial, southeastern Haiti : ' “Kenbe LINESCO fò'. In French: "support UNESCO with all our strengths". Now is the moment more than ever to firmly support our Organization, to believe in it, and to mobilize our intellectual, scientific, moral and financial resources to live and continue to work for peace through education, science, culture, sustainable development, respect for human rights.

This year brings back the 70th anniversary of UNESCO's first experience in basic education. The experiment began in 1947 in two localities of Southeast Haiti, Marbial and Lafond. 70 years later, all peasants call these two localities 'UNESCO'. If the transmission of the experiment did not last, the memory, meanwhile, remained alive. And these two localities still require the presence of the Organization.

Today, remembering these 70 years, it is time to strengthen the mechanisms used to bring UNESCO to our cities, villages and neighborhoods, in the perspective of quality education, free and compulsory.

My country's 2017-2027 Ten-Year Education Plan aims in essence to consolidate the gains in access (the net enrollment rate is 90%) and to improve the quality of education, with particular emphasis on the process of teaching learning. An education staff training policy document has been developed, targeting more than 150,000 teachers to qualify or requalify for a teaching permit. Revision of curricula and reform of technical and vocational training are also initiated. The Sustainable Development Goals (SDG 4) and the Government Roadmap for Education, which have been entrusted to me, overlap and come together. The new budget of the Republic of Haiti gives priority to education and illustrates the contribution of the Administration Moïse-Lafontant, of which I am part, toi the momentum to succeed the bet of 2030 [...]"
