Haiti - Environment : Haiti participates in the COP23 in Bonn, Germany

The 23rd Conference of the Parties (COP23) to the United Nations Framework Convention on Climate Change (UNFCCC) opened this week in Bonn, Germany, under the chairmanship of the Republic of Fiji. It runs from November 6 to 17, 2017, 25 years after the Rio Conference.

The COP23 wants to be the Conference of the Islands with as ambition to aim further, faster and all together. Loss and damage related to climate change are among the top priorities for developing countries, including the small island states, including Haiti. COP23, launched on the basis of urgency, solidarity and equity, will have to make significant progress in developing modalities, procedures and guidelines for the implementation of the Paris Agreement (PA).

Haiti participates in COP23 with an intersectoral delegation composed of a dozen technicians and political decision-makers. It defends at this Conference, alongside other Developing Countries and Island States :

  • The irreversibility of the commitments made under the PA ;

  • The need to enhance mitigation ambitions to achieve the goal of PA ;

  • The progress of climate action before 2020 ;

  • Full and effective implementation of Article 8 of the Agreement on losses and damages ;

  • Better accessibility for LDCs (Least Developed Countries) to different funding mechanisms ;

  • Compliance with the commitments made by developed countries to supply the Green Climate Fund with 100 billion US dollars from 2020 ;

  • Implementation of Nationally Determined Contributions ;

  • Technical and financial support for adaptation, research, innovation, technology transfer and capacity building.

It should be recalled that the Paris Agreement is an international climate treaty adopted at the UNFCCC Conference of the Parties (COP21) held in Paris in December 2015. This treaty has a universal character and includes significant advances in the fight againstclimate changes. Came into force on November 4, 2016, it was ratified by Haiti in February 2017
