Haiti - Economy : Already close to 5 billion Gourdes deficit in the first quarter

According to the former Governor of the Bank of the Republic of Haiti (BRH), the economist Fritz Jean, in the first quarter of the fiscal year, the Government's tax revenue amounted to 15 billion gourdes, while that State spending was around 20 billion according to the data made available by the BRH.

That is a deficit of nearly 5 billion Gdes which was financed by the BRH, despite the agreement signed in 2016 on "cash management" with the Central Bank https://www.haitilibre.com/en/news-17241-haiti-economy-mef-sign-a-protocol-on-cash-management-with-the-brh.html it seems that the Moïse-Lafontant Administration, which advocates austerity, does not take into account this agreement, which stipulates that the government must spend according to its revenues and not ask the BRH to finance its budget deficit.

In light of this, the economist Fritz Jean and several other colleagues including Pierre-Marie Boisson and Etzer Émile, question the realism of the budget, recalling that the government had rectified the budget 2016-2017 to 118 billion Gdes then after a few months, it had tabled the budget 2017-2018 with an amount to just over 144 billion gourdes.

If the expenditures are clear the sources of revenue are much less... citing, among other things, as an example: revenue forecasts based on future increases in fuel prices (almost impossible to apply) and forecasts on Treasury bills (who have little success with people).

Other elements of revenue growth are speculative and are based, among other things, on assumptions of GDP growth, price stability, a drop in inflation and the Gourdes rate, and an increase in tax collection....
