Haiti - Justice : A former torturer in the General Staff denounces the BAI

The Office of International Lawyers (BAI), a public law firm in Haiti, notes in a press release the appointment by President Jovenel Moïse of a General Staff of the Haitian Armed Forces (FAD'H) https://www.haitilibre.com/en/news-23809-haiti-flash-appointments-of-the-staff-of-fad-h.html composed of : Brigade General Sadrac Saintil : Chief of General Staff

Colonel Jonas Jean : Inspector General ; Colonel Jean-Robert Gabriel : Assistant Chief of Staff G1/G3 ; Colonel Derby Guerrier : Assistant Chief of Staff G2/G4 ; Colonel Joseph Jacques Thomas : Secretary of the General Staff and Colonel Fontane Beaubien : Member of the Staff of the Commander-in-Chief.

"The BAI is not surprised that, without regard to the many innocent victims of the bloody coup of September 30, 1991, Mr. Jovenel Moïse took the responsibility of appointing a high staff composed of people with a sulphurous past, including Colonel Jean Robert Gabriel, a torturer, tried in absentia at the Raboteau massacre in Gonaïves on 16 November 2000.

[...] the Minister of Defense, Mr. Hervé Denis, can not pretend ignorance of the judgment and sentence in absentia of Colonel Jean Robert Gabriel, since this judgment was published in the columns of the official journal of the Republic, Le Moniteur of Thursday, November 23, 2000, 155th year, number 92.

Above Justice, the Administration Moïse-Lafontant solidarise with the Colonel criminal while, by the effect of his sentence in absentia, the latter loses the enjoyment of his civil and political rights (Article 364 of the Code of Criminal Statement Annotated Jean Vandal)"

For his part the Minister Hervé Denis, ensures that all members of the General Staff are clean and have all been subject to a vetting (verification of antecedent). Regarding BAI's charges against Colonel Gabriel, the Minister said, "He has been controlled and there is nothing negative against him in the vetting regarding the violation of human rights."
