Haiti - Politic : The Haitian civil service in figures

During his speech at the opening of the International Forum on State Reform held on 23 and 24 March, Josué Pierre-Louis, the General Coordinator of the Office of Management and Human Resources (OMRH) through his speech-balance has unveiled several statistics that portray an administration under-staffed, aging, predominantly male, not respecting the quota of 30% of women and cruelly lacking senior executives among others...

The Haitian Public Administration in a few figures (2016-2017) :

81,948 people including contratuals work in the civil service in Haiti;

56,658 are established civil servants and 25,290 are contratual employees;

For every 100 civil servants, there were on average 31 contratual workers;

23,429 are women 28,6%;

Only 13% of women hold a management position;

58,519 are men 71.4%;

Josué Pierre-Louis considers that Haiti is a country under-administered with only 8 civil servants per 1,000 inhabitants. Which does not currently meet international standards. [The Dominican Republic has 400,000 civil servants (34 civil servants per 1,000 inhabitants), more than 60% of whom are women];

More than half of civil servants are over 45 years old;

16.04% of civil servants are over 55 years old;

19.62% are under 35 years old;

5% of public servants hold Category A jobs, that is, those who do design, analysis, synthesis, development, coordination and management work;

12% occupy category B jobs doing execution job;

55% of public servants are in Category C and 28% in Category D are who perform an execution job. Figures that illustrate the lack of senior executives in the civil service according to the General Coordinator of the OMRH.
