The 2nd seminar concerns also former referees called to become assessors, inspectors or Commissioners referees with a mandate to supervise, advise, assess and note the referees during at the time of the matches of championship.

Football development, improvement of competition is not possible without a good parallel development of the arbitration.

Note that these young referees come from all parts of the country, from places as diverse as Saint Louis du Nord, Belladère, Jérémie, Aquin, Fort Liberté, la Gonâve showing the will of the Officials to continue to decentralize the football.

Starting this year, the FIFA requires that all Associations have an office of arbitration with a director of development working full time.
