Haiti - Politic : Constitutional Amendment, Senate Committee Announces Consultations

On Monday, April 1 at a press conference, North West Senator Kedlaire Augustin (PHTK), Chairman of the Special Senate Committee on the Constitutional Amendment, said that "his Commission generally approved the Chamber of Deputies amendment proposals, but that in certain cases, there were nuances to consider [...]" He announced that consultations will soon be launched, around the 30 amendment proposals presented to Petion-ville last December by the Special Committee of the Lower House, chaired by Petion-Ville Deputy, Jerry Tardieu.

Augustine Kedlaire points out that the proposed amendments proposed by the Chamber of Deputies are "revolutionary" but that with 30 amended articles, should rather speak of a constitutional revision rather than an amendment of the Constitution.

The Senate Committee's consultations will be in four stages :

  • A social consultation of civil society among others;

  • An institutional consultation;

  • An inter-parliamentary consultation (senators and deputies);

  • A consultation with the vital sectors of the national life.

Moreover, he wants a compromise around the amendment of the Constitution, since it is an act guided by political interests.

The Senate Commission has about 6 months to finalize its work.
