Haiti - Reconstruction : $15 million for education and agriculture

The steering committee of the Haiti Reconstruction Fund (HRF) announced this week that it had 15 million dollars for the sectors of the education and agriculture.

This new funding will allow the Haitian government to finance the construction of 268 classrooms and provide school meals to 261.000 students in 670 schools, indicated the HRF in a statement. In addition this money will allow the purchase of seeds for 70,000 farmers.

"Over the last ten months, the HRF has mobilized two thirds of the promises of its donors", declared an official of the committee. Since its creation in June 2010, the HRF has disbursed $345 million of the 508 million promised to finance the reconstruction of Haiti through this mechanism. According to official data, 20% of total funding for the reconstruction of Haiti after the earthquake last year, has been channeled through the HRF.

The Haiti Reconstruction Fund (HRF) is a partnership between the international community and the Government of Haiti to help finance post-earthquake reconstruction. All proposals for HRF financing must be endorsed by the Interim Haiti Recovery Commission (IHRC) as consistent with the Action Plan for the Recovery and Development of Haiti. The HRF does not manage all of the resources pledged for rebuilding but is the largest source of un-earmarked financing. The HRF does not set reconstruction priorities or directly advise the Government. The Fund does not implement projects but rather works through implementing agencies that are acceptable to one of its three partners. It encourages coordination and the improvement of local capacity while building on each agency/actor's comparative advantage.
