Following the meeting of June 27th, https://www.haitilibre.com/en/news-28125-haiti-education-agreement-found-between-the-ministry-and-the-unions-of-employees.html Meniol Jeune, the Director General of the Ministry of National Education, Jacquelin Lirisemond, Executive Secretary of the "Union of Employees of the Ministry of National Education and Vocational Training" (SEMENFP) and Janvier Estatin, General Secretary of the Staff Union of the Ministry of Education National Education and Vocational Training (SPEMENFP) initialed earlier this week, in the presence of the media, a Memorandum of Understanding on the specifications of unions and some concerns of the Ministry about its smooth operation.

Referring to the national and international legislation on the rights and duties of workers, the agreement clearly states in its recitals the objective and vision underlying the approach "[...] to strengthen employee motivation and institutional frameworks to improve the quality of services provided to the public and to enhance the Ministry's fairness, efficiency and effectiveness [...]"

The result of several working sessions between the two parties, the agreement will address certain problems in the context of an institutional mechanism, said Jacques Yvon Pierre, Technical Coordinator in the Office of the Minister of National Education, who participated the Committee for the elaboration of this Protocol; stressing that each party had taken a set of commitments and responsibilities, he believes that this document reflects the consensus result of each actor to find a "modus vivendi" for the smooth running of the activities in the Ministry in the respect of the interests of employees in Central Office and in the departmental directorates.

The representatives of the two employee unions welcomed this agreement, which includes certain legal aspects, notably on the social responsibility of public bodies, with regard to, inter alia, access to the public service, impartiality and the fairness of decisions relating to officials and the impartiality and neutrality of officials in the performance of their duties.

As part of this agreement, a bipartite committee (MENFP-Unions) will be created to monitor certain issues related to salary alignment and the granting of other social benefits.

A special Commission will also study the deserving promotion opportunities while working on the training of Ministry officials to be eligible for training programs offered by the Universities in the Region, the Training Center for Education Executives or other programs that will be developed as needed.

This agreement, which is proof of the effectiveness of the dialogue, is a first in the relations between the Ministry and the unions of employees who sign for the first time a joint document stating their willingness to work together for the smooth running of the program of Ministry and meet the needs of employees.
