Haiti - Politic : Chancellor Edmond's intervention at the UN Security Council

On Thursday, 18 July, the UN Security Council held a debate on "Strengthening Partnerships to Facilitate Country-Led Transitions," in which participants were invited to answer a number of questions, including "What are the main lessons from previous transitions that could be used to sustain peace in future transitions ?"

In his intervention, the Haitian Chancellor Bocchit Edmond said "I must continue to reflect on the main requirements of sustainable peace, taking into account the particular situation of each country. These discussions should focus [...] on taking into account the real problems of the countries, the basic needs of the population and the priorities set by the national authorities. Hence the need for a special effort of coherence, strengthening partnerships, creating new partnerships and coordination at all levels, in order to build confidence and maximize long-term development opportunities."

Welcoming the United Nations efforts to consolidate and sustain peace, Chancellor Edmond stressed that the situation in Haiti must be understood by emphasizing, "You will agree with me that my country is not did not come out of a situation of armed conflict" before recalling that since 2004, the Minustah has evolved towards Minujusth which, as of October 16, will be replaced by the United Nations Integrated Office in Haiti (BINUH) https://www.haitilibre.com/en/news-28079-haiti-un-flash-after-minujusth-now-the-binuh.html . According to Edmond, this is an acknowledgment of the efforts made by the Haitian authorities, with the support of the UN missions. The Minister reported on undeniable progress such as strengthening the capacity of the National Police, or in the areas of human rights, justice, democracy and the rule of law. "But much remains to be done," said the Minister, who noted the main tasks assigned to BINUH.

For the Minister, the presence of BINUH should tend to support the efforts of national authorities and civil society initiatives to address the root causes of the mistrust, insecurity and instability that "for sure" are obstacles to the long-term development of the country. "United Nations missions must be at the height of the major emergencies facing countries," and in the case of Haiti, the Minister cited security, food, environmental and humanitarian emergencies including cholera.

Finally Chancellor Edmond stressed the importance of unconditional and sustained funding of long-term development efforts as well as the need for sustained dialogue between the Security Council and other bodies United Nations," so that the UN presence in a country like Haiti is integrated, balanced and synergistic."
