The National Fund for Education (FNE) is organizing (6-7 August), workshops on State support for schooling. According to Joseph Frantz Nicolas Director General of the FNE "the objective is to engage in exchanges and discussions to determine the strengths and weaknesses of student financing operations through, in particular, the Conference of Schools Episcopal Haiti (CEEH), the Federation of Protestant Schools of Haiti (FEPH) and the National Federation of Haitian Mayors (FENAMH) stressing that the results of these workshops will be used to feed the operations manual of the Special Program of Free Education (PROSGATE).

These two days of work will also help to develop thinking about funding guidelines for the academic year 2019-2020, taking into account the payment of teachers' salaries.

The draft PROSGATE operations manual, the reports of the Episcopal Commission for Catholic Education (CEEC), the FEPH and the FENAMH as well as the documents of the Ministry of National Education in the field of schooling will constitute the backdrop of the discussions.

At the end of these working sessions, the following results will have to be achieved :

• Clear identification of strengths and weaknesses of CEEC, FEPH and FENAMH interventions;

• Draft PROSGATE Operations Manual, analyzed and enhanced;

• Design and clear description of the formal procedures for implementing school support;

• Establishment of a text summarizing and consistent the mechanisms, procedures and elements of the plan of implementation of support to schooling;

• Conception and formalization of progressive exit strategy elements of teachers' salary payment operations.

Note that the FNE, which now retrieves the file of support to the schooling already implemented well before the setting up of the institution, had met on July 16 last https://www.haitilibre.com/en/news-28258-haiti-education-the-fne-discusses-the-use-of-tuition-subsidy.html the representatives of the CEEH, the FEPH and the FENAMH around the support granted for the schooling of students during the 2018-2019 school year through these organizations.
