Haiti - Politic : Closing of the last ordinary session (Speech of Cantave)

Monday Senators and deputies met in National Assembly in accordance with the prescriptions of articles 92.2, 98 and 98.1 of the Constitution, for the closure of the works of the second ordinary working session of the deputies of the year 2019 (8th and last ordinary session of the 50th Parliament).

In his speech, Carl Murat Cantave President of the Senate and the National Assembly recalled "the Chamber of Deputies goes on vacation, not in lapse or malfunction, as suggest the followers of "nullification" and lesgislative emptiness "in the absence of the lower house, which can always be convened to the extraordinary for the needs of good democratic governance, the Senate remains alert and constant attentive [...] so that the Republic does not undergo any pity."

However, he acknowledges that the departure of deputies "on vacation as a prelude to an end of mandate that is not satisfied to having completed all initiatives, steps and acts of its republican mission [...] leaves the Republic orphaned by a law of finances, a budget adapted to the requirements of the moment; and this deficiency inexorably weakens the ambitions and programs of a regime that promises great promises to a population eager to improve well-being.

This departure precarious the hope of a prompt return to parliament provided that the boycott or the delay of the vote of the electoral law irreparably returns to distant deadlines the organization of legislative, municipal and local elections, provided for by the Constitution on the last Sunday of October, for the renewal of political staff."

In terms of the legislative report, apart from the ratification vote of the Prime Minister, and the unfinished legislative work, he preferred to paint a dark picture of the situation in the country, mentioning the "crucial problems facing the country, which deserve appropriate and immediate solutions. [...] Meanwhile, big challenges darken the Republican decor. Insecurity is in full swing. It imposes the law of the jungle to a Haitian community leading almost a vegetative life but so eager for bread, peace and progress. Gangs scattered across the territory arrogantly give the impression of governing the State that seems to have abdicated its monopoly of legitimate coercion or to give up its essential mission to protect its citizens delivered to the whims of private and delinquent forces who flout its authority and question the very merits of his existence."

Concluding "The Honorable Members therefore go on vacation [...] Let them leave with a clear conscience of the duty accomplished, even if the difficulties of the conjuncture have somewhat sparse, in quantity but not in quality, the balance sheet of the legislature."
