The Collective of Defenders of Victims of La Saline informs us that the Inter-American Commission on Human Rights (IACHR) has ruled in favor of the request for provisional measures introduced by the Collective on August 15, 2019 on behalf of the victims of the massacre of La Saline of November 13, 2018.

In a resolution adopted on 31 December 2019, the Commission considers that "[...] the members of the Committee for the Victims La Saline are in a situation of serious and emergency given that their rights to life and to the integrity of the person is exposed to a risk of irreparable damage."

Under Article 2S of its Rules of Procedure, the Commission requests Haiti

"

a) To adopt the necessary measures to protect the rights to life and to the integrity of the person to the members of the Collective of the victims of the Saltworks;

b) Adopt the necessary measures to guarantee that beneficiaries can exercise their human rights activities without being subjected to threats, intimidation or acts of violence in the exercise of their functions;

c) To decide on the measures to be adopted in consultation with the beneficiaries and their representatives; and

d) to report on the measures adopted to investigate the alleged facts which gave rise to the approval of this request for provisional measures and, thus, to prevent them from happening again"

Recall that so far, the instruction is blocked because of a recusal brought by the two officials indexed in the file https://www.icihaiti.com/en/news-27679-icihaiti-massacre-of-la-saline-dcpj-investigation-implicates-2-high-officials-of-the-state.html on which the Court of Cassation has still not ruled. "The dossier is in the air and leaves plenty of room for impunity, a breeding ground for the spread of new violence in other popular neighborhoods and even today, in the heart of the city," deplores the Commission, which regrets that the Haitian State did not even bother to respond to its request for information, which was renewed three times, on August 23, September 16 and December 16, 2019.

The Collective of Defenders hopes that the decision of the Commission will push the Haitian State to take responsibility for the situation of the victims of the Saline, who since the massacre live in fear and total destitution, without any assistance from the State or other national or international institutions.
