Haiti - Security : Appointment of Godson Orélus at the head of the DCPJ

The Inspector General, Jean Yonel Trécil and Mario Andrésol Director General of National Police of Haiti (PNH), have proceeded yesterday Friday, to the installation of the Divisional Commissioner Godson Orélus, appointed as Central Director of the Judicial Police (DCPJ), to replace Frantz Thermilus, who held the position for four years. This is the first major change within the PNH since the arrival to power of President Michel Martelly.

After his swearing at the Palace of justice of Port-au-Prince, the former Departmental of the Police of South East, Godson Orélus, promised to strengthen the harmonization of relations between the police and judicial authorities, while urging the PNH officers to be calm and respectful of the human rights in the exercise of their functions, while the denunciations of human rights organizations are increasing in front of police excesses, concerning the treatment of detainees.

An appointment that occurs while a significant rise of insecurity is found for some weeks, especially in the capital Port-au-Prince. A worrying situation which could have an impact on the investment projects of the President Martelly, if the security forces, are unable quickly restore a climate of security, said this week, Reginald Delva, an expert in public safety.

In addition to this degraded situation, Godson Orélus will have to resolve the conflicts that multiply between the justice and the police as well as the inertia of the security forces, which despite its 9.500 officers, supported by 7.000 blue helmets, seem so far, hardly be able to apply the instructions of firmness desired by the Head of State.
