On Wednesday July 21, 2021, Prime Minister Ariel Henry installed Marie Lucie as the new titular of the Ministry of National Education in the absence of outgoing Minister Pierre Josué Agénor Cadet.

In his remarks, the Head of Government praised the qualities and experience of Ms. Joseph, strong of a career of more than forty years in the education sector.

In her intervention, after the usual thanks, the new Minister Marie Lucie announced her main priorities :

• Assessment, for reorientation, if necessary, of all initiatives underway in the ministry;

• Reorganization and strengthening of ministry structures to tackle serious governance issues;

• Reform and revitalization of the school inspectorate;

• Modernization of BUNEXE, which I would like to see become an autonomous department, so that this evaluation device can effectively be used to check the level of knowledge and skills acquired by the students;

• Professionalization of educational staff through the implementation of continuing training programs leading to a qualification for teachers. These training courses should be offered by universities, including networks of public universities in the regions, through their faculties of educational sciences or other specialized structures;

• Initiation of the process of enhancing the teaching function, an essential component of which is the improvement of the living and working conditions of this staff;

• Revision of the modality and the device for granting the teaching permit to any education professional who has to access a classroom as a teacher, in accordance with the prescriptions of the special status of educational personnel discussed and published in 2013.

At the same time, she pledged to work for an in-depth reform of both the higher education sub-sector and that of technical and vocational training, two pillars on which economic growth, innovation and progress are based. , while paying particular attention to the work of the Secretariat of State for Literacy as part of its program for adults.

Marie Lucie Joseph, who has a long career in the ministry, entered the public service in October 1979 as a professor of chemistry and natural sciences.
