The seventh working meeting of the Board of the Interim Haiti Recovery Commission (IHRC) held last Friday, took place under the sign of the change and the new directions sought by the Head of State to improve the performance of the Commission.

One of the priorities of the President Martelly, is to update the "Action plan for national recovery and development of Haiti" adopted at the meeting of donors in New York in March 2010. This update is the subject of a document under development entitled "The major projects for the Recovery and Development of Haiti" (Les Grands Chantiers pour le Relèvement et le Développement d’Haïti)

This document must not only learn from the experience of the IHRC since its establishment, but also take into account the priorities defined by the new authorities including the relocation of over 600,000 people still living in tents "All efforts and available resources will be needed for this purpose" said the Head of State. He also recommends to give a particular attention to the reconstruction and development of schools and other educational institutions, particularly at primary level.

Another change announced, the easing of the execution procedures for the selected projects in order to "to obtain as soon as tangible results on a large scale, likely to visibly improve the living conditions of the population." The President Martelly also plans to strengthen the technical structures of the Commission. In this perspective, an Executive Director was appointed as well as six new members representing the Presidency [Patrick Rouzier, Laurent Lamothe, Klauws Eberwein, Serge Coles Jr, Karl Jean-Louis [Executive Director of the citizen Observatory of the action of public authorities (OCAPP)] and Harold Charles] replacing, in the Commission, those appointed by the former President René Préval. A working group was also established, within 60 days it must submit proposals to boost the Commission.

According to the Head of State, it is important to establish, within the Commission, mechanisms to accelerate the implementation of priority projects "in a manner transparent and more efficiently." He wishes a better coordination with the NGOs and the consideration of their activities in order to "avoid duplication"

as well as the improvement of the communication services within the IHRC for a better understanding by the public of its operation and its achievements.
