Haiti - DR : The Dominican Government qualifies the situation in Haiti as a «somalization» process

The Dominican Government has set up a group made up of representatives and experts from all the institutions of national security and other vital areas concerned, to analyze and monitor what is happening day to day in Haiti, a great first in the Dominican Republic.

The information was revealed by Minister of Foreign Relations Roberto Álvarez. This group carries out a whole series of analyzes on the Haitian situation and seeks to determine among other things what are the "real interests" of the Dominican Republic vis-à-vis Haiti, but other aspects : environmental, health, economic environmental and security issues, among others, which involve the border are also analyzed.

Roberto Álvarez said "we have been studying the process of somalisation in Haiti for some time" by making an analogy with the political situation in Somalia (East Africa) with a weak State divided between several independent factions in conflict with each other. "With Haiti, we have a dilemma... we want Haiti to be stable, and prosperous, and not a puzzle. We want there to be a synergy between the two countries," recalling that the Dominican Republic was not the solution to the Haitian crisis, he remains convinced that "the only country which has the capacity to help or contribute to resolve the delicate Haitian situation is the United States."

For his part, Ambassador Rubén Silié, Deputy Minister of Multilateral Foreign Policy, who accompanied the Minister of Foreign Affairs, declared that at present the situation in Haiti is "chaotic" and "abnormal" "There is no really functioning State institution; justice does not work; neither does the Electoral Directorate; the Parliament does not function nor the Court of Auditors. That is to say that at the moment there is no belief in the institutions on the part of the citizens."

He insisted that the neighboring Nation needs some sort of agreement at a certain level that allows Haiti to return to an institutional order.
