Haiti - Dom Rep. : Despite protests, expulsions of pregnant women continue

Since the repatriations of Haitian migrants in an irregular migratory situation have intensified https://www.icihaiti.com/en/news-35300-icihaiti-dr-31-764-illegal-haitians-arrested-and-repatriated.html , the Dominican authorities have been repatriated in November 2021, 800 Haitian women, including 165 pregnant and 107 young girls, against the backdrop of tense diplomatic relations between the two Nations of the island and the rise of insecurity in Haiti.

Recall that the Dominican Government has tightened immigration controls hhttps://www.icihaiti.com/en/news-35140-icihaiti-dr-tens-of-thousands-of-haitian-workers-in-an-irregular-situation-risk-deportation-in-january-2022.html and limited access to public hospitals to emergency cases only, to all foreigners in an irregular migratory situation (most of them Haitians) https://www.haitilibre.com/en/news-35171-haiti-dom-rep-end-of-health-services-to-illegal-haitians-except-in-emergencies.html

"The Support Group for Returnees and Refugees (GARR) strongly denounces these repatriations and calls on the Dominican authorities to postpone the hunting and massive repatriation of pregnant women, which is a serious violation of the laws on migration according to which detention shouldn't never be used in the case of minors, pregnant or breastfeeding women, the elderly and asylum seekers." https://www.icihaiti.com/en/news-35296-icihaiti-dr-gaar-deplores-the-continued-repatriation-of-pregnant-women.html

The Ministry of Women's Affairs has expressed its dismay at the treatment to which Haitian women are subjected in the neighboring Republic, qualifying them as "inhuman deportations".

For its part, the United Nations (UN) office in the Dominican Republic urged the Abinader Government to stop the repatriation of pregnant women and recalled that these expulsions violate the process established in international protocols and conventions that prohibit the expulsion of pregnant women, infants, the elderly and the sick.

Finally, the Inter-American Commission on Human Rights also called on the Dominican Government to respect the principle of non-expulsion, and to protect pregnant women and guarantee them access to health.

Despite these rising voices, the Dominican Republic continues to uphold the implementation of its decisions. And its migration laws and continues the expulsions of all foreigners in an irregular migratory situation living on its territory, men, women (pregnant or not) and children without distinction of nationality.
