As part of the international anti-corruption day (December 8), the National Network for the Defense of Human Rights (RNDDH) published last week an investigation report on numerous cases of corruption within public institutions. these last 20 years have gone unpunished

Embezzlement of public property, money laundering, illicit enrichment, overbilling, favoritism, bribes, influence peddling, etc..., these are the main acts of corruption enshrined in legal instruments and providing institutions called upon to fight corruption in Haiti a precise framework for cleaning up the state apparatus.

However, the investigation report underlines that despite the numerous denunciations and scandals which have marked public life over the past 20 years, only one conviction has been pronounced by the Haitian judicial authorities and only 2 debts were issued by the Superior Court of Accounts and Administrative Litigation (CSC/CA)

Note that a "arrêt de débet" is made in the case of irregular public funds management pursuant to Article 19 of the Decree of 23 November 2005 on the organization of CSA/CA which states "The decision that commits the Accounting financial responsibility of law or fact either by finding embezzlement, misappropriation, theft or extortion either by falling within wrongdoing to the Treasury or to the financial interests of local governments and autonomous bodies takes the title of 'arrêt de débet'"
