During this visit, Guito Édouard announced the success of the pumping test by the technicians at Balan. He indicated that the organization is working much more to ensure that water is available in other areas of Cap-Haitien, citing as an example the area of streets 12 to 24 AL and the different areas of the Christopher city. He announced the arrival of six 40-foot containers of water supply equipment.

In addition, he informed that each household will have to pay 2,500 Gourdes for connection to the network, In addition, the cubic meter of water (264 gallons) will cost 100 Gourdes for each household. This sum must be paid to the Technical Center of Exploitation of Cap-Haitien.

The Regional Director of OREPA Nord, Pierre Bernadin Poisson specified that this amount will be used to pay the technicians and will facilitate the maintenance work attached to the operation of the network and specified for the attention of future consumers, that the amount to be paid will be proportional to the amount of water consumed. As for the availability of water, it guarantees that it will be available 24 hours a day at the tap.

Me Mozard Clerisson, while deploring that Haiti in the Caribbean is the most backward country in terms of the distribution of drinking water to its population, was delighted to note the progress of the work "This is proof that work was truly being done and that DINEPA, by making water available to the population, fulfills the mission for which it was created."
