The Ambassador Eduardo Botelho Barbosa, who also heads the International Bureau of the Ministry of Health of Brazil, stated that this donation was made following a request to the Government of Brazil by the Ministry of Public Health and Population of Haiti (MSPP). This effort, corresponds to the commitments taken by Brazil at the signing of the tripartite agreement [Brazil-Cuba-Haiti] occurred on March 27, 2010 in Port-au-Prince, between the Ministries of Health of each country, aiming to strengthen health systems and epidemiological surveillance in Haiti [estimated budget: $70 million].

The 30 ambulances 4X4, offered by the Brazilian Ministry of Health, includes basic equipment for emergency care and come support the development of emergency care system in Haiti. The Brazilian government also offers a technical training through its Mobile Emergency Service (SAMU) "These ambulances will be linked to the National transportation System of Haiti, that does not exist yet, but whose the Tripartite project [Haiti-Brazil-Cuba] is on the agenda" declared the Brazilian Ambassador.
