Haiti - UNCOPS 2022 : Haiti at the 3rd Summit of Police Chiefs of UN member countries

Tuesday August 30, 2022, on the eve of the opening of the 3rd Summit (August 31 - September 1st) of United Nations Chiefs of Police (UNCOPS 2022) which brought together police chiefs and senior representatives of regional and professional police organizations at United Nations Headquarters the Haitian delegation led by Frantz Elbé Commander-in-Chief a.i. of the National Police of Haiti (PNH) held a working meeting with Alexandre Zouev Under-Secretary General for the Rule of Law and security institutions.

The same day, the delegation met with the delegation of the Royal Canadian Mounted Police (RCMP) led by General Ricardo Yanez. Then the delegation met with Robert Pulver, the head of the judicial and penitentiary affairs department of the Office of the Rule of Law and United Nations Security Institutions,

Wednesday August 31, within the framework of the bilateral meetings Frantz Elbé , met the Director General of the Carabinieri of Chile, Ricardo Yanez, to evaluate the existing cooperation in terms of training and to discuss the possibility of including in the program other fields of specializations.

Thursday, September 1st, Frantz Elbé , met with Mrs. Rosa Iceland Rodriguez V Secretary (Minister) of Security and Citizen Protection of Mexico to discuss the revitalization of existing cooperation in security.

During his speech at the 3rd Summit, Frantz Elbé recalled the measures taken to improve the performance of the PNH in the fight against organized crime, stressing that despite these measures, the police institution cannot solve alone the problem of multidimensional security experienced by Haiti, emphasizing "[...] This arduous task requires synergy between the various actors in national life and international partners. In this perspective, I encourage the partners committed alongside the PNH to continue to support it by contributing to the 'Basket Funds' and/or by providing through bilateral cooperation materials, equipment and training to better deal with the threats from armed gangs whose activities extend beyond Haiti's borders."
