Haiti - Economy : Restitution of the results of conciliation of the General Tax Code (speech PM)

Thursday, December 15, 2022, at the Hotel Montana, in the presence of the Prime Minister a.i. Ariel Henry, of Michel Patrick Boisvert, Minister of Economy and Finance and other members of the Government, took place the ceremony of restitution of the works of the conciliation of the General Tax Code and the book of Tax Procedures which should come into force in October 2024.

Intervention by Acting Prime Minister Ariel Henry :

"The drafting of the Haitian Tax Code [NdHL for the first time in the history of Haiti https://www.haitilibre.com/en/news-37379-haiti-economy-towards-the-adoption-for-the-first-time-in-haiti-of-a-general-tax-code.html ] , is part of the general strategy to reform the management of public finances and reflects the government's desire to improve the overall environment of public finances, in a new impetus to create a modern tax system, simple and more capable of mobilizing revenue in sufficient quantity, likely to ensure greater financial autonomy of the State.

In a context of acute and systemic multidimensional crisis, the Government remains convinced that the tax reform constitutes an important step towards the improvement of public governance, given the long-awaited positive effects on the entire Haitian public administration.

With the commitment of the private sector, the government is renewing its firm determination to support to the end the reforms initiated by the Ministry of the Economy and Finance to facilitate the appropriation of new administrative practices by taxpayers and by the departments responsible for to apply these changes.

Major changes will be made in the Haitian tax system, and it is essential to develop methodologies for implementing the intended reforms of the Tax Code which is a government commitment to the Haitian people, the taxpayer and the technical partners and financial.

The Government invites all public institutions to support and strongly support the Ministry of the Economy in the exercise of preparation for the implementation Our commitment consists in strengthening the control and audit structures in order to fight against corruption and waste of public funds; to re-establish a multi-annual budget framework in order to properly identify the country's integral development needs in the medium and long term.

We are committed to promoting budgetary and financial transparency in order to be accountable to the nation by regularly publishing budgetary and financial information.

The drafting of the Haitian Tax Code is part of the general strategy for reforming public finance management and reflects the government's desire to improve the overall public finance environment, in a new impetus to create a modern tax system, simple and better able to mobilize revenue in sufficient quantity, likely to ensure greater financial autonomy of the State.

The year 2023 will be a year in which the State will strive to create conditions conducive to the restoration of public order, socio-economic stability and to guarantee a climate of security essential to the organization of free, transparent and democratic.

I reiterate our commitment and our determination to combat banditry in all its forms, in order to allow the population to freely go about their business and the students to be able to return to school benches. »
