Me Emmelie Prophète Milcé, Acting Minister of Justice, in order to ensure that Justice is well administered and to strengthen the confidence of litigants and the population in general in the Haitian judicial system, in a circular dated December 20, 2022, orders the Judicial Inspection Service:

To systematically ensure compliance with all the instructions of the Ministry with regard to the regular functioning of the Public Prosecutor's Offices of the Republic;

Organise regular inspection visits to the Public Prosecutor’s Offices;

To systematically monitor the work and performance of all prosecutors on the national territory, as well as their level of competence;

Drawing up circumstantial, regular, weekly, monthly and annual reports concerning the state of functioning of the Public Prosecutor's Offices and the Court Clerks, in particular the work of the Prosecutor Clerks;

To create a personal, individual, disciplinary and follow-up file for each Public Prosecutor of the Republic;

To convene without delay prosecutors flouting the principles of honour, ethics and morality characterizing the exercise of the profession of Magistrate;

Regularly and systematically investigate corruption scandals involving Parquetiers, Parquetières and Commis Parquets.

The Minister a.i. Prophète Milcé "relies on the collaboration of all and in particular of the judicial inspectors, for the application of these measures and instructions intended for a rational and harmonious functioning of the public service of Justice."
